Tailor each site's chain of command: who may initiate each kind of log, and the
ordered approval ladder it follows. Every ladder step can name a specific person, or fall back to
whoever holds that role at the site. Admin can always do everything. Phase 1 — saved and reviewable here, but it does not change live permissions yet.

Machinery Logging
